The statute NJSA 39:4-98 for speeding is a common offense resulting in 2 points if the speed is between 1-14 miles per hour over the speed limit, and 4 points if the speed is between 15-29 miles per hour over the speed limit and 5 points if the speed is over 30 miles per hour over the speed limit. The police measure the speed of a motor vehicle by radar, laser, or pace. The state must provide in discovery the certifications that the instruments calibrating and measuring speed were in proper working condition and the police officer was properly certified to operate the measuring devices and that the officer performed the testing in the correct manner.
